Let's hear it for the first weekend of the new year, because it won't happen again for another 12 months.

The first weekend of 2019 also means the first Saturday of the month, which is the day of the Downtown Business Association Monthly Wine Walk in downtown Carson City, come rain, snow, wind or shine.

That's a good thing, too, because this weekend will likely have all of that.

— Prerequisite CPR course for WNC Spring Semester 8 a.m at Western Nevada College. Individuals considering enrolling in nursing assistant and EMS classes this spring at Western Nevada College must have their prerequisite CPR course completed. WNC is providing two different one-day sessions of the required Healthcare Provider CPR (EMS 100) class prior to spring semester. This course also is a prerequisite for admission into the nursing program. The CPR classes will be offered on Saturday, Jan. 5 and Saturday, Jan. 19. Both sessions will meet from 8 a.m. to 4 p.m. Certification is based on the standards of the American Heart Association and requires passing a written exam and practical demonstration of skills at the end of the course. — Winter Conditioning Program at Well Being Fitness. 9 a.m. 1851 S. Roop St, Unit 145, Carson City. Winter sports and activities are on the horizon! Join us at Well Being (Massage and Functional Fitness) and prepare your body for success. We focus on strength, dynamic balance and stability, and muscular endurance (yes, that means cardio!) as they relate to winter sports and activities like snow-mobile excursions, snow shoeing, skiing and snowboarding, and all the Nordic and back country activities on your list.

— Carson City Parks, Recreation and Open Space Interpretive Hike, 1 p.m. at Riverview Park at the end of East Fifth Street behind the Korean War Veterans Memorial. — Rain, snow or shine: Downtown Business Association Monthly Wine Walk, 1-5 p.m. at participating businesses throughout Carson City's downtown business and historic districts. Cost is $15 without an official Carson City Downtown Business Association wine glass and $10 with an official CC Downtown Business Association wine glass. Glasses and wrist bands can be purchased at the following locations: Carson Nugget, Carson Jewelry and Loan, Cactus Jacks, Purple Avocado, Comma Coffee, Touched By Angels, and the Brewery Arts Center. At the end of the Wine Walk, head over to Alatte Coffee and Wine Bar inside the Carson Nugget for a chance to win great prizes donated by downtown businesses. Tickets come with each paid entry into the Wine Walk. Be sure to write in a selection for favorite Wine Walk stop at the bottom of each raffle ticket before turning it in. The raffle starts promptly at 5 p.m.

— Free 12-week U.S. Citizenship study class in Carson City. The ESL In-Home Program of Northern Nevada is here to ensure that all people have the opportunity to make the American Dream come true for them. When Our Students Succeed, Our Nation Succeeds. Therefore, we are again sponsoring a free U.S. Citizenship Study class beginning Saturday, Oct. 13, 2018 for 12 weeks from 2 to 4 p.m. The location is the Digitorium Room at the Carson City Library, 900 N. Roop St., Carson City. Work pamphlets for each lesson will be distributed with assistance in completing the application at no charge. Because we find that most immigrants do not have enough saved for the application fee, even working 2-3 jobs, the ESL In-Home Program has opened an account to help those who do not have the full fee of $725. — Nevada Artists Association presents New Year's Show at BAC. 10 a.m. The Nevada Artists Association presents The New Year's Show. The featured artists wall at the Brewery Arts Center in Carson City will also be presenting the works of Dick Carr and Reta Hanks. These shows are free and open to the public. The NAA Gallery is open Tuesday through Sunday from 10 a.m. to 4 p.m. and is located on the campus of the Brewery Arts Center at 449 W. King Street in Carson City. — Statewide presentations on radon safety. January is National Radon Action Month, and University of Nevada Cooperative Extension’s Radon Education Program is offering free short-term radon test kits to Nevadans from Jan. 2 through Feb. 28. Radon test kits are available at Cooperative Extension offices and partnering locations, as well as at presentations, statewide. Radon is a naturally occurring, radioactive gas that is colorless, odorless and tasteless. It comes from the ground and can accumulate in homes, raising the risk of lung cancer. The U.S. Environmental Protection Agency estimates 21,000 Americans die each year from radon-caused lung cancer, killing more people than secondhand smoke, drunk driving and house fires.For more information, call the Radon Hotline at 1-888-RADON10 (1-888-723-6610) or visit the Nevada Radon Education Program website at www.RadonNV.com. Cooperative Extension, the EPA and the Nevada Division of Public and Behavioral Health urge all Nevadans to test their homes for radon.

— Pets of the Homeless fundraiser in downtown Carson City. This time of year, the Nevada state capital is filled with traditions. One that has grown especially endearing to the Carson City community is the annual Pets of the Homeless fundraiser presented by Carpa Nevada, LLC and Downtown Coin.
Chef Don Pepe Paz, "The Paella King" and owner of Carpa Nevada, is once again donating the profits made from sales of his fine Portuguese olive oils and balsamic vinegar to Pets of the Homeless, a Carson City-based 501(c)3 registered non-profit with a nationwide outreach. The fundraising sale began Nov. 1 and runs through Jan. 31, 2019. Olive oil and balsamic vinegar products can be purchased individually or by the case at Downtown Coin, 111 W. Telegraph in downtown Carson City. Funds for Pets of the Homeless go directly to pay for the veterinary, nutritional and other care of pets of homeless individuals across the country.

— Carson City Parks, Recreation and Open Space is currently seeking individuals and pairs interested in leading interpretive programs in one of our many parks and open spaces. Interested individuals and pairs are encouraged to apply. If interested, go here.

— The Capital City Arts Initiative presents its exhibition, Americana with Cadmium Orange, by artist Gig Depio at the CCAI Courthouse Gallery, 8 a.m. to 5 p.m. daily. Depio is an artist and an advocate for public art in Las Vegas, Nevada. He was awarded the 2016 Fellowship Grant in Painting by the Nevada Arts Council (NAC). He has worked on various exhibitions and projects with the Nevada Museum of Art, Nevada Arts Council’s OXS Gallery, and UNLV Marjorie Barrick Museum, among others. Please join us on Feb. 9 at 10 a.m. for the ninth annual Carson High Safe Grad Safe & Sober 5K Run/Walk.

This event is organized by volunteers of the Carson High Safe Grad Booster and will be held, once again, at the Carson High School Track-Field.

Carson High Safe Grad program has been an annual tradition in Carson City since 1988. It provides our graduating seniors with a safe and sober, all night celebration on the evening of their graduation, followed by an optional trip to Six Flags Discovery Kingdom amusement park in Northern California.

This event has been a tremendous success in that not one graduation night fatality for a Carson High School graduate has occurred since its inception.

We will also have a raffle the day of the race from many of our fantastic local business. Tickets are $5/each or five for $20. A listing of the raffle prizes is located on the Carson High Safe Grad website and Facebook page.

The weather outside may seem frightful, but here in Northern Nevada, storms are usually all the more reason to get out and do things.

If you do go out on the east side of town today, please be aware of the mustang herding operation being conducted by the Carson City Sheriff's Office along East College Parkway late Sunday morning into the afternoon. There may be traffic delays and detours.

— Muscle Powered Weekly Bike Ride, 9 a.m. Meet at Fremont Elementary School, 1511 Firebox Road in Carson City, in the south parking lot next to the Linear Ditch Trail. Ride will normally consist of two loops which are 10-15 miles long each. The ride pace will vary depending on rider level, but will usually be about a 12-16 mph pace. This is a "no drop" ride so no one is left behind. All riders must have a bicycle in safe working condition, a helmet, and closed toed shoes. After snow and wind blew into the capital city Sunday and overnight, we are looking at clearing but breezy skies in time for today's inauguration on the capitol grounds. Today is also the first day of classes for Carson City School District after winter break. As of the time of this writing, no delays have been announced.

— Carson City Christmas tree curbside, drop-off recycling efforts begin. During the week of January 7-11, either leave your tree (6 ft. sections or smaller) curbside on your regular trash day or drop off at the following locations:

— Open Studio Basic Painting class at the Brewery Arts Center. 9 a.m. to 4 p.m. Students will work on their own paintings from subject matter they have chosen. Students may choose to paint in either water colors, oils, or acrylic paints. This is an open enrollment drop-in class, no need to sign-up. Tuition: $25 per session or $40 for the day. — Ceremony, street closures part of Monday inauguration at State Capitol. Nevada's 30th governor will take office on Monday, Jan. 7 at an inauguration ceremony held in front of the State Capitol in Carson City. Stephen F. Sisolak, Nevada's first Democratic governor in two decades, was elected on Nov. 6, 2018. He will take the oath of office on the front steps of the Capitol Monday at 11:30 a.m., according to his inauguration web site. Capitol grounds will open prior to the ceremony at 10:30 a.m. and a public reception will follow at the Nevada State Library and Archives located on the northeast corner of the Capitol complex.

— WNC president to speak at Carson City Democratic luncheon. 11:30 a.m. Dr. Vincent R. Solis, president of Western Nevada College, will be the featured speaker at Monday's Carson City Democratic luncheon. A life-long educator with more than 25 years of service in higher education, Dr. Solis began his tenure at WNC on July 1, 2018. He welcomes this opportunity to speak about ongoing programs as well as future plans.
The Board of Regents chose Dr. Solis to lead WNC based on his proven leadership in many areas, including instruction, athletics, academic affairs, student services, enrollment, community outreach, dual enrollment initiatives, auxiliary business services, special projects and construction, as well as student success, engagement and graduation programs. He has a Master of Science in Psychology and a doctorate in Bilingual Education.

William Street, at 7 p.m. An Election of Officers of the Board of Trustees, including Board President, Vice President, and Clerk will be held to determine who will fill the roles for the new year.

— Paint Like Matisse Workshop at the Brewery Arts Center in Carson City. 9 a.m. Henri Matisse is known for his fluid use of color. He was a printmaker and sculptor, but he's primarily known as a painter. Along with artists like Picasso, he helped to change the art world forever. No matter what your current skill level, you can learn to adapt his style and apply it to your art and your chosen medium. At the same time you can learn more about Matisse himself. All levels are welcome.

— Open Studio Painting at the Brewery Arts Center. 9 a.m. to 3:30 p.m. Work on your own paintings from subject mater you chose for yourself. The instructor will provide one on one instruction throughout the class. Students may use oil, acrylic, or watercolor paint. Dry media is also welcome. — Carson City as Nevada’s first ‘Bee City’ to host inaugural meeting. 10 a.m. After officially becoming the first Bee City in the Nevada, the first Bee City USA public quarterly meeting will be held on Wednesday, Jan. 9 in the Carson City Community Center. The meeting will be held from 10 a.m. to noon in the Bonanza Room. The Carson City Community Center is located at 851 E. William Street. — Clothing and food collection drive underway for Carson City homeless. Now that the holiday season is over many people forget about the great need the homeless face everyday here in Carson City. With some of the coldest weather still ahead of us lets do what we can to help those suffering from homelessness. I'm collecting items for the Do Drop In Center and the homeless of Carson City. Some of the items needed are: Warm socks, Jackets, gloves, sleeping bags, blankets, hats, camping gear, tarps, and hygiene products. We are also collecting canned goods, nutritional snacks, hot chocolate, oatmeal, individual servings of juice as well as coffee, tea and soup that can be used at the center. Volunteers and money donations to keep the Do Drop In doors open are always needed. Donations can be dropped off at Grocery Outlet 1831 N Carson St., Rustically Divine 410 N Carson St. Items will be collected now through March. Some of the items needed are: Warm socks, Jackets, gloves, sleeping bags, blankets, hats, camping gear, tarps, and hygiene products. We are also collecting canned goods, nutritional snacks, hot chocolate, oatmeal, individual servings of juice as well as coffee, tea and soup that can be used at the center. A new Nissan dealership, Starbucks Coffee store, and more housing developments are among the proposed building projects currently under review by the Carson City Planning Division.

According to the January 2019 Community Development Report, a site improvement permit is currently under review for demolition of the old Crafter Market building located at 2750 S. Carson Street.

The permit, valued at $4 million, also includes proposals for site work on the property to develop it into a new Nissan automobile dealership.

Also under zoning review is a proposed new Starbucks Coffee store at 4881 Cochise Street near S. Carson Street between West Roland Street and West Appion Way. The permit valuation of that project is $240,000.

A Jackson's Food Mart is proposed at 1102 N. Carson Street, site of the old Chevron gas station and convenience store between W. William and W. John streets next door to Cafe at Adele's. That permit, under review by the Carson City Planning Division, is valued at $1.4 million.

Under zoning review in North Carson City is a proposed extended-stay RV resort at 1400 Old Hot Springs Road next to the Carson Hot Springs Resort.

Sierra Skies RV Resort|1400 Old Hot Springs Rd.

A Special Use Permit (SUP) has been applied for by Sierra Skies RV Resort, which would feature up to 277 individual RV spaces for stays up to 180 days, or six months.

The RV resort is proposed to be zoned Tourist Commercial.

Carson Tahoe Regional Medical Center is applied for an SUP, requesting expansion of existing facilities, including the emergency services area, medical center support services, and Sierra Surgery Hospital, as well as an enclosed pedestrian walkway connection between the main hospital and Sierra Surgery Hospital.

The following are proposed residential developments, the zoning or building permit applications for which are currently under review by the Carson City Planning Division:

— A tentative subdivision map for 270 single-family residential building lots along Drako Way and Astro Drive and below Flint Drive, where the landfill and rifle range are located, in East Carson City.

The 119-acre residential development includes nine common parcels, three remainder parcels an about 13 acres of right-of-way.

A separate zoning map amendment to rezone the subject properties from General Industrial to Single Family is under concurrent review by the planning division.

The rezoning proposal would cover 68 total acres for multi-family apartments on about 14 acres, as well as public regional rezoning for around 19 acres.

— Current residential properties in Southwest Carson City have also submitted applications for a zoning map amendment to redesignate properties along the 4500 block of Cochise Street, 400 block of West Appion Street and 300 block of Patrick Street from single-family residential to retail commercial.

This proposal includes the public right-of-way abandonment of West Willow Street between Cochise and Voltaire streets.

Under this proposal, property in this area would be rezoned to accommodate a 143-unit apartment complex consisting of 27 one-bedroom units, 100 two-bedroom units and 16 three-bedroom apartment units, Carson City Planner Hope Sullivan said.

A rezoning from split-zoned retail-commercial and single-family one-acre to entirely retail commercial was approved by the Carson City Board of Supervisors, Sullivan said.

The application is still under review, she said, and a public hearing for the property in question has not yet been scheduled.

— A tentative Planned Unit Development (PUD) to create 137 single family lots and 312 multi-family units on 41.6 acres, known as Lompa Ranch East, located on the east side of Interstate 580 and bordering Airport Road to the east.

— A 62-unit apartment complex at 680 Hot Springs Road, bordering Pine Lane, with a permit value of $12.6 million.

— The Vintage at Kings Canyon remains under zoning review as of the November report.

Public projects currently under permit review with the planning division include the expansion of two elementary schools with the construction of additional classroom space.

Both Fremont Elementary, 1511 Firebox Road, and Mark Twain Elementary, 2111 Carriage Crest Drive, have submitted building permits for review to expand the size of the schools.

Permit valuations totaled nearly $30 million between October and December 2018. More than $12 million in permit valuations were processed in the last month of 2018.

Year-to-date valuations totaled more than $102 million, the third highest since 2003.

More than 300 building permits for 567 units were also issued year-to-date as of December 2018, the community development report said, more than any year since 1996. This includes more than 100 single-family detached residential building permits.

Hat and sunscreen recommended. Dogs are not allowed on this hike. Easy 4-mile round-trip hike from Silver Saddle Ranch to Mexican Dam. This hike begins near the Silver Saddle Ranch house, follows a dirt road situated between the Carson River and the Mexican Ditch, and reaches its end point at the Mexican Dam. Owls, hawks, eagles, ducks, and muskrats are some of the animal residents spotted on previous hikes. Hikers will return to the parking area for a total of 4 miles, round trip. — Tibetan monks to visit Carson City, construct sand mandala. 10 a.m. Tibetan monks from the Gaden Shartse Monastery will return to Carson City and South Lake Tahoe this month as part of their two-year tour of the United States. During their Carson City visit, from Jan. 15-20, the monks will construct a Manjushri, also known as Buddha of Wisdom Sand Mandala. They will do this at the Brewery Art’s Center, 449 W. King St. This is a rare opportunity to be immersed in the ancient art of Sand Mandalas, from the mandala’s design, to its creation and ending, with a sacred dissolution ceremony at the end of this artistic and spiritual collaboration.

The Carson City Sheriff’s Office K-9 program dates back to the 1960s when Baron, a 100-plus pound German Shepherd, became the first K-9 in the department. Through the decades, K-9 programs all across the country have grown to be viewed as ambassadors to citizen outreach, and a “deputy partner” to the handler on patrol.

— Diversity and the Transcontinental Railroad featured at museum lecture in Carson City 6 p.m. The construction of the Transcontinental Railroad is one of American’s milestone achievements, but it took a multinational workforce to get it done. Many are familiar with the Chinese immigrants who labored for the Central Pacific Railroad, but they were just one of many immigrant groups who found work on the Pacific Railway. Hello Carson City and welcome to Monday, Jan. 21, 2019. Today is Martin Luther King Jr. Day, a national holiday to honor the civil rights leader. Schools and most all state, local and national government offices are closed for the day. Ahead, skies are clearing and the storm overnight has begun to move out. After 10 a.m. the National Weather services says we will have sunny skies with a high of 39.

— Carson City’s RSVP asks community to join in Day of Service for local Veterans. All Day. Dr. Martin Luther King, Jr. once said: “Life’s most persistent and urgent question is: What are you doing for others?” Each year, Americans across the country answer that question by coming together on the King Holiday to serve their neighbors and communities. The MLK Day of Service is not just a day off, but an opportunity to serve. Americans from all walks of life work together to provide solutions to our most pressing national problems. Nevada Rural Counties RSVP program, based in Carson City, is collecting items for homeless veterans and veterans in need as part of the 2019 Martin Luther King Jr. Day of Service. Items can be dropped off at RSVP located at 2621 Northgate Lane, Suite 6. Items will be distributed by RSVP’s Veterans VIP Program. — Carson City Democrat MLK Day luncheon to explore Nevada's black history. 11:30 a.m. Jo Etta Brown, executive vice president of the Alliance for Retired Americans and a senior member of the Nevada Commission for Women, will be the featured speaker at the Martin Luther King Day luncheon sponsored by the Democratic Men's Committee of Carson City. Ms. Brown's presentation will feature a review of Dr. King's legacy as an advocate for peace and social justice, the mostly forgotten story of Nevada as "the Mississippi of the West," and the little-known history of African Americans in Carson City and Carson Valley. This event is scheduled for 11:30 a.m. on Monday, Jan. 21, in the banquet room of Carson City's Round Table, on Retail Drive just off College Parkway. Sponsored by the Democratic Men's Committee, these luncheons help to defer recurring expenses at Carson City's Democratic HQ. Suggested donations of $5 or more gratefully accepted but are not required. All are welcome.

— The Capital City Arts Initiative announces its exhibition, "Photo Finished," at the Community Development Building (the Brick), 108 E. Proctor Street, Carson City. Eleven artists from Carson High School have work in the exhibit. The free exhibition is available to the public from January 14 to March 31, 2019, Mondays through Fridays, 8 a.m. to noon and 1-4 p.m. The artists are all students in Photography Instructor Kara Ferrin’s Advanced Photo class.

— Pets of the Homeless fundraiser in downtown Carson City. This time of year, the Nevada state capital is filled with traditions. One that has grown especially endearing to the Carson City community is the annual Pets of the Homeless fundraiser presented by Carpa Nevada, LLC and Downtown Coin. Chef Don Pepe Paz, "The Paella King" and owner of Carpa Nevada, is once again donating the profits made from sales of his fine Portuguese olive oils and balsamic vinegar to Pets of the Homeless, a Carson City-based 501(c)3 registered non-profit with a nationwide outreach. The fundraising sale began Nov. 1 and runs through Jan. 31, 2019. Olive oil and balsamic vinegar products can be purchased individually or by the case at Downtown Coin, 111 W. Telegraph in downtown Carson City. Funds for Pets of the Homeless go directly to pay for the veterinary, nutritional and other care of pets of homeless individuals across the country.

I have been curious how climate change will affect Nevada in years to come. I found an informative site here that is put out by climatecentral.org.

This organization has “leading scientists and journalists researching and reporting the facts about our changing climate and its impact on the public. Climate Central surveys and conducts scientific research on climate change and informs the public of key findings. Members of the Climate Central staff and board are among the most respected leaders in climate science,” many from Princeton University.

Here’s are a couple of surprising and uncomfortable discoveries based on “how average annual temperatures have been changing since 1965.” Reno is the fastest-warming city in the United States with a 1.39-degree F rise each decade. Las Vegas is the third fastest-warming city with a 1.04-degree F rise each decade. Las Vegas will be more humid increasing the risk for heat-related illnesses.

According to the statesatrisk.org site, “Nevada faces an average threat from extreme heat but has taken the least amount of action overall to prepare for its risks.” By 2050 Nevada will likely have 30 days per year “classified as dangerous or extremely dangerous” (National Weather Service), up from 20 days currently. Heat wave days will “increase from 15 to nearly 55 days a year.”

One projected impact will affect Great Basin National Park by 2100 if greenhouse gas emissions remain on their current trend. Great Basin currently averages 83 degrees in the summer but will be 8 to 12 degrees hotter.

With shrinking snow pack and warmer days, soils dry out, unable to provide the moisture plants need. Dry plants mean fuel for wildfire. Looking at the last few years, we have seen horrible wildfires in California and other states. There will be more and larger wildfires in Nevada too. Fires release carbon stored in trees and plants, turning them into sources for carbon emissions magnifying the global warming trend.

Across the State “weather systems that bring rain are becoming more rare.” The chance of a drought lasting longer than 35 years is up by 50 percent across the West/Southwest. Decade-long droughts such as what hit the Dust Bowl in the 1930s are projected to be around 90 percent. Around our area the risk of “persistent drought” ranges from 20 percent to 30 percent, with the southern part of the state ranging from 30 percent to 40 percent.

Hotter temperatures and drought will mean less water available for home landscapes and gardens as well.
